Lost ApplePay Cards on iWatch2

I turned off the passcode on my iWatch2 not thinking about the impact to ApplePay. All my cards were deleted and now that I turned passcode back on, I am unable to re-add the cards. I have tried restarting the app and the watch, re-confirming my language and region with no luck. Any guidance?
